PW Havens: There are different types of guidance depending on your experience with NEPA document preparation. Reference materials range from the specific federal agency NEPA regulations and federal NEPA regulations at 40 CFR 1500-1508 to CEQ guidance at http://www.nepa.gov/ to legal and technical texts by noted authors. One point of guidance would be that a "programmatic" EIS is not essentially different from any other EIS with any other adjective in front of it ....... project, site-specific, area-wide, etc. All EISs have to say what the proposed action is, why the agency is proposing it, what the alternatives are, etc. For a "programmatic" EIS the facts are different, but the facts are different for each and every EIS. As Peter said, it would be helpful to hear a specific question ..... oschmidt.
