One point of guidance would be that a "programmatic" EIS is not essentially different from any other EIS with any other adjective in front of it ....... project, site-specific, area-wide, etc. All EISs have to say what the proposed action is, why the agency is proposing it, what the alternatives are, etc. For a "programmatic" EIS the facts are different, but the facts are different for each and every EIS. As Peter said, it would be helpful to hear a specific question ..... oschmidt.
